STC is Victoria’s only cluster aimed at the adoption and integration of small technologies. STC’s principle focus is in assisting Victorian industry become more competitive through understanding the benefits of small technologies in their products, processes and services.
Dr Buzz Palmer
Head of Business Development and STIUP Program Manager
Buzz joined the Small Technologies Cluster (STC) in June 2011 as Head of Business Development and STIUP Program Manager. Buzz has a strong record in delivering innovative technologies and clinical translational products within the biotechnology industry. He brings with him an added international perspective, having held positions in the UK, Qatar and Australia. Buzz’s role as STIUP Program Manager has him liaising with voucher recipients, suppliers and government to ensure the success of the program. Within STC, Buzz is actively involved in encouraging the convergence of small technologies across a multitude of industries both locally and internationally.

STC Chairman, CEO, S2F
Andrew is CEO and Principal Architect at S2F with over twenty-five years experience across a range of architectural projects. Andrew has extensive knowledge in medical and pharmaceutical research, sterile manufacturing processes and equipment as well as many years experience in general domestic, commercial, and industrial architecture. Andrew’s key directorial role in all projects, ensuring a consistency in design and technical input make for an ideal chairman on the STC board.
Dr Andrew Milner
CEO, Neurosciences Victoria Ltd
Andrew is the CEO of Neurosciences Victoria Ltd and Neurosciences Australia Ltd and has a strong record in the pharmaceutical and biotechnology industry. He brings with him to STC's board his strong and diverse commercial experience having worked in large multinational companies such as AstraZeneca and Kendle and overseeing the growth of Mimotopes into international markets.
Mr Rodney Spooner
CEO, Caribbean Business Park
Rodney is the CEO of Caribbean Business Park. As a successful developer and entrepreneur, Rod’s vision to develop a unique technology park for high tech manufacturing focusing on small technologies led to the development of Caribbean Park as a premier business location. Rod has built the business of International Marine from a local boat manufacture to a company that exports boats throughout the world. Rod has also founded and grown the business of the Caribbean Market. Rod provides STC’s board his understanding in establishing and growing companies combined with his unique experience in developing buildings and managing them.
Mr Michael Wilkinson
Managing Director, Wilkore Pty Ltd
Michael is Managing Director of Wilkore Pty Ltd, a building company that he founded and which specialises in the design and construction of controlled enviornment facilities and laboratories. He is also a founding investor and chairman of the board at MiniFab and involved in a number of other business ventures. Michael is actively involved in community development and helped in the establishment of the South East Melbourne Innovation Precinct (SEMIP). As CEO of STC, Michael has played a central role in the success of the Access and Awareness Programs. Having an active role with STC, Michael’s practical experience provides the board with an operational insight into STC.
